Plant Commissioning and Startup
PCC will supply personnel to advise with respect to equipment installation, commissioning and initial startup.
Commissioning includes inspecting all process, mechanical, instrumentation and electrical components to confirm readiness for startup. Startup includes slowly feeding crude oil into the process equipment and heating/ramping up flow until maximum capacity is reached and all adjustments for correct operation are finished. A test run of the refinery unit is then performed to confirm achievement of the equipment requirements. Client will be responsible for all labor, consumables and operations/maintenance costs during startup and during regular operation.
Modular Refineries and gas processing units require a minimum amount of operating personnel since their automatic operation can be monitored and controlled remotely through a SCADA system and the operators digitally alerted of any alarms.
The unit allows a single operator to restart the plant from a cold start in less than four hours and have the plant in full operation.
PCC was established in 1993, and it’s a state owned company by Tianjin University which is ranking No.1 in refinery engineering in China. PCC has a factory size of 145,064m2 and currently employs more than 350 people with various responsibilities in design and R&D, project management, engineering, procurement, and construction.
